With over 15 years of experience as a licensed property tax consultant, Cheryl Thomas is a fierce advocate for homeowners and business owners navigating the complex world of property taxes. Raised in Los Angeles and holding a background in accounting, Cheryl spent 22 years as a Comptroller in the manufacturing industry before dedicating her career to helping property owners achieve fair property tax valuations.
Her journey into property tax consulting began after she served the Tarrant County Appraisal Review Board (ARB) for the maximum six-year term. During her time on the ARB, Cheryl witnessed firsthand the challenges and frustrations that property owners faced in their protests. Recognizing the need for transparent, ethical, and results-driven representation. She founded Texas Property Value Protest (Texas PVP) in 2010 with a mission to fight for fairness.
Cheryl brings an unmatched depth of knowledge in the appraisal process and is known for her strategic approach, leveraging market data, legal frameworks, and every available method to secure the best outcomes for her clients. Her reputation is built on integrity, transparency, and relentless dedication to those she serves.

With a background in business and financial negotiation, Monica Waters brings a unique and essential perspective to Texas Property Value Protest. Before joining the firm in 2017, she spent over a decade as a licensed insurance adjuster and fee negotiator, advocating for fair financial outcomes in high-stakes, often complex, situations.
Monica’s transition into the property tax consulting field was a natural fit. Her experience navigating bureaucratic systems, resolving financial disputes, and fighting for equitable outcomes gave her the tools needed to support property owners facing inflated assessments. As the Chief Officer of Operations, Monica plays a key role in managing client relationships, overseeing case strategy, and ensuring every protest reflects the firm’s core values: fairness, transparency, and results.
For Monica, advocacy isn’t just about numbers—it’s about people. She believes that fairness shouldn’t require a fight, but when it does, clients deserve someone who won’t back down.
